You may use picks to get other picks up to CF+1 layers deep. Normally at CF=3 you can't use picks to get other picks more than 1 layer deep. For example, Using an Animal Master Kit to get a Rat Familiar to get a Duplicate a Psi3 SL=1 power to summon an Astral Construct. Picks in this case mean for example Kits, Feats, Weapon/Nonweapon proficiencies, Skills, GGLs, Familiars, Level colons, Martial Arts maneuvers, Rogue abilities, etc. This doesn't give you automatic access to everything. You have to have the required slots and picks to afford the other picks. For example you would have to already have a GGL pick to use it in this way.

Each level: Get your LVL in Rogue picks and 40 rogue points. A simple way to figure out how many levels of picks you get is to take LVL*(LVL+1)*0.5. CF=4: You may save picks to get a bigger pick. For example, you can combine a 1st and a 17th to get an 18th.
